CK was the 1st Legislative Councillor representing the information technology sector, first elected in 1998, and then re-elected in 2000 and 2004.  During his term he actively promoted e-Commerce, IT in education, e-Government and creative industries with a view to building Hong Kong as an information society.  He is a member of the Board of West Kowloon District Cultural Authority, ICAC Operations Review Committee, Council for Sustainable Development, Greater Pearl River Delta Business Council and Hong Kong Tourism Board. He also serves as the Vice Chairman of the Democratic Party.
